Following a Press Communique publish by the PQSC the CRPE has caused the following Press Notice to be published in the daily newspaper L’Express on the 27th of March 2026 for the benefit of Engineers and all stakeholders of the construction industry and the public at large.

PRESS NOTICE

The Council of Registered Professional Engineers of Mauritius (CRPE) wish to bring to the attention of all Registered Professional Engineers and to the Public in general the following information:

  1. The Professional Quantity Surveyor’s Council (PQSC) issued a “Presse Communiqué” recently outlining a broad scope of services, including financial viability analysis, preparation of interim payment certificates and evaluation of claims and asserts that only persons registered as a “Professional Quantity Surveyor (PQS) may legally provide these services in Mauritius.
  • The “Communiqué” completely omits the explicit savings clause provided within the Professional Quantity Surveyors Council Act of 2013. Specifically, Section 19(2) of that Act clearly dictates that nothing in the legislation shall prevent “a person from practising his profession, trade or calling as an engineer, land surveyor, valuer, interior decorator or designer, town planner, professional architect, naval architect, marine architect or landscape architect”.
  • Many of the tasks listed in the “Communiqué” naturally overlap with the standard duties of Professional Engineers. By failing to include the caveats of Section 19(2) of their Act, the “Presse Communiqué” issued by the PQSC is misleading and could create unnecessary confusion and friction among industry stakeholders.
  • The CRPE, for clarification purposes, also wish to inform the Public, that the Registered Professional Engineers Council Act of 1966 was amended in 2021 in the definition of “practice of engineering” to include “bid evaluations including preparation of bidding documents in the field of engineering”.
  • The CRPE wish to clarify that the regulation of the PQS profession does not preclude engineers and other recognised professional from lawfully executing their statutory and contractual duties.
